This may sound weird but, pate could be your friend for eating on a budget. I just fixed a liver and heart beef pate the other day that produced about 4 lbs of food for something on the order of $10. Organ meats are really cheap so you can get major savings by buying them, and they're surprisingly healthy to boot.
Check your local latino-market too; i found $2/lb flank steak the same time i picked up my pate ingredients. mmmm, steak!

I've become obsessed with finding protein on a budget. I'm paranoid about the mercury in tuna, though, so I've been eyeing the canned chicken. Also, peanut butter is healthy and filling, though it's not a source of complete protein -- I've been meaning to try the soy butter they sell on Amazon, do any of you like soy butter?

I did not read every post so here is my 2 cents, and sorry if has already been said. Coupons Coupons! You are trying to est healthy so a lot of coupons may not apply. But there always ones for things like breakfast sauage and Tyson chicken all the time. Produce ones are rare but they do come out on occasion. Spice coupons come a lot to.
I also like to make things I can turn into another meal. Say I cook a roast, for one person a small one in the crock withh a lil veggies maybe some potatoes. The next day I can take that roast shread it up real good with a couple forks, add some BBQ saue and have BBQ Beef sammiches. Or you could add some fajata spice and have a fajiata. To mw saving money on food is planning meals that can be turned into something.
